The answer is NO, you can't get any special upgrade pricing from CS2 to anything.
Look carefully. That subscription mentioned by the two fine individuals above is for Photoshop CC and Lightroom.
Forget Lightroom; Photoshop alone at $9.99 isn't a bad deal. It's what you'd have been paying if you were upgrading Photoshop to each new perpetual release in the past.
